Main Purpose & Function
The successful candidate will report to the Manager of Technology Planning, is responsible for the ongoing upkeep and development of the City's Open Data program, and consults with stakeholder groups both internally and externally to understand open data requirements and opportunities and evaluates those against the City's business, legal and financial obligations. Co-ordinates the ongoing assessment, evaluation and publication of City data and takes a hands-on role in developing the internal technical processes required to extract and prepare data for publication.

Specific Duties & Responsibilities
Advances the City's open data program keeping it current with technology and consistent with community expectations, stakeholder needs and the City's goals and objectives. Promotes and advocates open data to the City and to the community and plans, co-ordinates and executes engagement activities and events both internally and externally. Assists with communicating open data strategy, policy and standards to the organization by writing and posting studies, results and successes to the intranet, through other publication media or oral presentations. Collaborates with other government agencies in finding ways to improve, share and optimize open data services? and standards. Proactively seeks out open data opportunities and performs business case modelling and financial analysis to obtain funding and prepare budgets. Conducts initial analysis and prioritization of requested datasets to determine suitability and timing for publishing. Leverages ETL and other technologies to develop internal processes required to extract data from source systems and transform and publish data in ways suitable for users. Continues to research ways to optimize these processes. Participates in developing and communicating recommendations to senior staff and governing bodies. Works with appropriate stakeholder groups to remove road blocks and prepare data for publication, escalates higher level issues to management for resolution where required. Manages community and stakeholder expectations around requests for data vs. the City's ability to provide. Maintains good working relationships with business stakeholders at all levels across the organization. Administers the City's open data technology platform and environment. Develops methods for tracking and documenting quantitative measures of open data and uses those to measure success and guide direction. Assists departmental business groups in preparing, documenting and cataloguing information in order to make information easily accessible to the community and other stakeholders. Other duties/responsibilities as required.

Qualifications
A Degree in Computer Science, or Business Administration, or related discipline, coupled with a background in data or information management, proven experience in project planning and co-ordination, stakeholder management and communication and negotiation.

Excellent analytical, writing, presentation and communication skills are required, as is extensive knowledge of current open data policies, trends and technologies. The successful candidate must be innovative, forward thinking and have the ability to bring groups with diverse opinions together to reach a consensus and to be an organizational leader and steward in open data. The successful candidate must also have excellent conflict resolution skills and be a strong leader and advocate of Open Government.

A solid understanding of ETL and related technologies as well as hands on experience with common database platforms including SQL Server and Oracle is required. Substantial knowledge of the City#s business systems and underlying data, transaction processing and information management practices as well as experience in effective collaboration with internal staff and external stakeholders is required. The successful candidate must also be proficient in the use of social media to communicate with diverse groups in the community.

Man stops alleged iPhone thief, makes a video

Brian Hester was taking a smoke break on Barclay Street when he witnessed a man steal an iPhone straight out of a woman's hands Thursday.

Hester, a real estate broker and avid photographer, wasn't going to just stand by and do nothing, so he gave chase.

"All I was thinking was, 'Catch this guy,'" Hester said Friday.

Joined by other New Yorkers, Hester and the band of strangers caught up to the alleged thief on Broadway. They held him on the ground and Hester began taking video with his camera.

As they waited for police, the alleged thief decided to make a run for it, but Hester wasn't about to let him get away. He chased the man a second time and tackled the alleged crook right in the middle of Broadway.

Police came and arrested the man and the band of good Samaritans returned the iPhone to its owner.

Throughout the ordeal Hester continued to shoot video with his camera. He hopes that the video he took will serve as a warning to potential thiefs.

"I wanted to put the video out there to show anybody else who's thinking of coming to New York and snatching somebody's iPhone that you're not going to get away with that," said Hester.

'Building Hope' in Haiti: New radio soap opera connects displaced to services

The earthquake sent some 1.5 million Haitians to live in tents or tarp-covered shacks crammed together in public parks, on private land, and even highway medians. The miserable conditions were made even worse by storms, a cholera epidemic, widespread domestic and sexual violence, and a daily struggle for food and water.

Now, life in an earthquake refugee camp is serving as the basis for a radio soap opera hitting Haitian airwaves.? In the style of the popular Latino television soap operas, or telenovelas (but without the steamy story lines),?the radio series follows the life of one family that survived the earthquake only to find a drawn-out struggle in a camp.

The show is set to debut in August and air for the next six months in five-minute-long episodes broadcast on Haiti?s most popular radio stations. The family will encounter many of the problems that have plagued the residents of Haiti?s tent cities for the past two and half years, from illness to violence.

Local voice actors recorded the 72-part series, called ?Bati Lespwa? (Building Hope), in Haitian Creole in a Port-au-Prince studio.

The storyline, however, is culled from dozens of interviews with camp residents. The result is a composite sketch of one family: parents, two children, and a grandmother, says Marina Pimental de Isa, representative for Spain-based Humanismo y Democracia, one of several nonprofit organizations that came together to produce the series.

?It is very much based on the reality of the situation within the camps,? Ms. Pimental says.

Pimental?s organization has success with radio soap operas. It previously broadcast a series on water ? covering everything from sanitation to the importance of watershed management ? in both Spanish and Creole along the Haiti-Dominican Republic border.

In ?Building Hope,? each chapter, accompanied by original Haitian kompas music, ends with a message that aims to point residents toward government and social services.

In one episode, Nadine (the mother), and her mother-in-law visit the clinic because she thinks she is pregnant: ?

Doctor: Dear ... You're pregnant! Congratulations!

Grandmother: Oh my daughter! Congratulations! We will have a new baby in the family!

Nadine: How wonderful doctor! Although conditions are not favorable! Raising a baby in the camp should be very hard.

AUA Responds to New Prostate Cancer Intervention Vs - Cancer Kick

In response to new data from the Prostate Cancer Intervention vs. Observation Trial (PIVOT) released today in the New England Journal of Medicine, the American Urological Association (AUA) released the following statement, attributable to the AUA Chair of Health Policy David F. Penson, MD, MPH, a prostate cancer expert at Vanderbilt University:

?Though on the surface, these new data from PIVOT may imply that radical prostatectomy did not significantly reduce mortality in men with localized prostate cancer when compared with observation, the data do show a demonstrated positive effect in prostate cancer-specific mortality (as well as a trend in overall mortality) in high-risk patients. This trend is evident, despite the fact that PIVOT is an undersized study (its enrollment of 731 men is not large enough to give an adequate confidence interval) and suffers from other flaws that impact its ability to fully assess the effects of treatment. Had study enrollment been larger, this trend would be even more significant.

In this study, radical prostatectomy was shown to have little benefit in men with low-risk disease when compared to observation. These data corroborate additional models (such as those developed by CISNET investigators) suggesting potential overtreatment, and further reiterating belief that not all men require active treatment for their prostate cancers. However, the positive findings in the high-risk patients underscore a strong need for reliable, effective biomarkers that allow us to distinguish low-risk disease from high-risk disease so we can prescribe treatment accordingly. Until we are able to distinguish between indolent and aggressive disease, some men with low-risk prostate cancer will desire treatment; this is appropriate in the absence of a certainty that they will die with prostate cancer, not of prostate cancer.

While the study demonstrates that some men with low-grade disease may not benefit from surgical intervention, it is does not add to our understanding of who exactly these men are. This is due, in no small part, to the fact that only 10 percent of the men in PIVOT were under age 60 and only half of the patients (55 percent) had no other co-morbid conditions. Given that the median follow-up in PIVOT was only 10 years and the real possibility that patients with low-grade prostate cancer and longer life-expectancies may garner some benefit from surgical treatment with longer follow-up, younger, healthier patients with low-grade prostate cancer should still strongly consider surgical treatment for their disease.?

1. What?s In A Name?

According to a manuscript written in 1986 titled ?Be What You Seem to Be? by H.A. Hooks, M.D., the Hooks family originated in Wales. Early records show that the family name was initially spelled ?Hooke,? but the ?e? was dropped when the family moved to the United States.

2. Across the Pond

Prior to relocating to America, the Hooke family moved to Ireland shortly after the bloody Royalist Insurrection of 1655. Weary of the injustices of European rule, they moved to the New World and landed in what is now North Carolina in 1657.

3. Last Will and Testament

Nearly two centuries later, William Hooks wrote his will on Aug. 7, 1820, which divided his property, slaves, belongings and wealth between his wife Dorcas; daughters Sarah, Polley, Morning, Smithery, and Nancy; and sons Blake, Warren and Robert. He signed his will with an ?X.? Of the three sons, Warren received the majority of his father?s property, including land, five slaves, a horse and other household items. Robert only received $1.

4. All My Children

Warren Hooks was born on Jan. 27, 1802 in Wayne County, North Carolina. He married Elizabeth Roberts and they had eight children, all of whom were born in Leighton, Alabama. Warren was also the legal guardian of three of his brother?s daughters.

5. Stranger in a Strange Land

Warren moved to Bowie County, Texas with his family and 91 slaves shortly after his youngest child was born in July 1845. The town of Hooks, named for Warren, was established in 1848.

6. Custom Built

The Hooks family owned a 5,000-acre plantation. After designing the plans himself and fashioning it after old colonial architecture, Warren had the original family home built with slave labor on Myrtle Springs Road. While lumber and many materials were shipped from New Orleans on the Red River, the bricks were made on site by slaves.

7. End of an Era

Warren Hooks died on Jan. 8, 1876. The Hooks home burned to the ground in December 1958.

NEVADA, MO. (AP) -- Folks in the western Missouri city of Nevada are getting the chance to make examples of themselves when it comes to health and wellness.

The town is embarking on an initiative to improve the health of its citizens and the quality of health care they receive.

The Kansas City-based health care technology company Cerner is teaming up with local officials on the initiative. The city's hospital will spend $10 million on an electronic medical records system that will allow information to be shared with the town's two dozen doctors and medical experts in bigger cities.

An educational campaign will promote better nutrition and health screenings, while residents will compete in fitness challenges like walking and weight-loss contests.

The effort is similar to programs tried in states like Minnesota and Iowa.
