Mexico police arrested over torture video (Reuters)

MEXICO CITY (Reuters) ? Mexican authorities arrested five policemen on Monday on suspicion of torture after a video was made public showing police officers submerging a detainee's head in a bucket of water.

An official at the attorney general's office said five Mexico City police officers were taken into custody over the alleged torture, which took place in the capital's tough inner city neighborhood of Tepito last month.

Soon after the incident, a video was posted on the Internet showing a man with his shirt pulled over his head being dunked in a bucket of water while in the custody of a unit of well-armed policemen. (http://www.youtube.com/watch?v=spQi5-e4ft4 )

President Felipe Calderon's term in office has been dominated by an army-led crackdown on drug trafficking cartels, which sparked a wave of criminal violence that has claimed more than 45,000 lives in the past five years.

Human rights groups have accused the police and army of abuses, including torture and killings, though very few officials have been convicted. Last month activists asked the International Criminal Court in The Hague to investigate Calderon and top officials over the allegations.

(AP) ? Maple Leafs coach Ron Wilson has gotten his Christmas wish.

Two days after hinting on Twitter of his desire for a new contract, Wilson says the team has given him an extension.

"'He came! He came!' Remember saying that as a little kid? Well he did: I got a new Red Ryder BB gun and a contract extension!" Wilson tweeted Sunday morning.

The team did not immediately respond to an email seeking confirmation. Wilson tweeted Friday that what he wanted for Christmas was a new contract from general manager Brian Burke.

"This Xmas could be better if Santa stuffs a certain piece of paper in my stocking. whatcouldthatbe," Wilson posted on his Twitter account.

The 56-year-old Wilson is in the final season of a four-year contract. The Leafs are sixth in the Eastern Conference with 40 points. Toronto has not made the playoffs in three previously seasons under Wilson, who is 119-120-42 with the Leafs.

Wilson, a defenseman as a player, was selected by the Leafs in the 1975 draft. He has a 637-546-101-88 coaching record with Anaheim, Washington, San Jose and Toronto. He is 47-48 in the playoffs.

Special Holiday Visit For Canadian Troops

OTTAWA - Canadians stationed overseas received a special visit over Christmas.

The governor general spent the holidays visiting Canadian soldiers and civilians in Italy and Afghanistan.

"The sacrifice of troops and civilians who are away from their families and friends at this time of the year is tremendous and I wish them the best of luck in the completion of their missions," David Johnston said in a statement.

He was joined on the trip by Defence Minister Peter MacKay and General Walt Natynczyk, chief of the defence staff.

Johnston had already been overseas for the state funeral of former Czech president Vaclav Havel, who died earlier this month.

Prior to the funeral, he, MacKay and Naynczyk visited with Canadian military personnel in Italy.

The approximately 250 sailors and air crew of the HMCS Vancouver joined a NATO counter-terrorism effort in the Mediterranean in November, after being deployed as part of the international mission in Libya.

Afterwards, the three men travelled to Afghanistan to celebrate Christmas with Canadians now stationed in Kabul.

The governor general met with Afghan President Hamid Karzai and other senior Afghan officials to discuss Canada's contribution to Afghanistan, while MacKay met with US General John R. Allen, who is commanding the international military presence there.

"Canadian Forces members have worked tirelessly, at home and abroad, to save lives, provide security, and promote peace," MacKay said in a statement.

"It has been a busy, challenging year. As we celebrate the holidays, we should also take time to think of those who are still deployed throughout the world."

Liberal Leader Bob Rae also took part in the trip to Kabul, donning Santa hats with MacKay and Johnston for a photo with soldiers.

Canadians are carrying out their duties with the utmost professionalism and distinction, Rae said in a statement.

"Especially during the holiday season, we recognize and appreciate their continued hard work and sacrifice as they celebrate away from their loved ones," he said.

"All Canadians should be proud of the work they are doing, as we continue our efforts to bring peace, stability and hope to a troubled region of the world."

The trip to Afghanistan had become an annual Christmas ritual for MacKay and Canada's top soldiers, who in past years spent the time at the base in Kandahar that used to be home to over 2,500 Canadian troops.

This year, around 950 sliders are stationed in and around Kabul, providing classroom instruction to Afghan soldiers and police and trainers and also mentoring Afghan medical staff.

The training mission in Afghanistan, announced last year by the Harper government, got underway this past summer. Troops have arrived in the area in waves and serve an average of eight months in theatre.

Thus far, only one soldier has been killed as part of the mission, which the government initially described as "low risk."

Master Cpl. Byron Greff of the 3rd Battalion Princess Patricia's Canadian Light Infantry was killed when the vehicle he was riding in was struck by a powerful suicide car bomber on Oct. 29.

Home sales up. Is the housing market finally turning around?

Sales of previously owned homes rose in November, gaining for the second month in a row. And home-sales volume is up 12 percent from a year ago, says the National Association of Realtors.

The housing market shows more signs of being on the mend ? although the road to full recovery still has some miles ahead.

Sales of previously owned homes rose in November, gaining for the second month in a row, the National Association of Realtors reported Wednesday. Home-sales volume is up 12 percent from its level a year ago, the group said.

The number of unsold homes now stands at a seven months' supply, down from more than nine months as recently as July, the realtors association said.

These indicators, housing-market analysts say, reflect progress in a housing market still struggling to recover after a historic boom and bust. On Tuesday, home builders reported a rise in new-home starts last month, and they said permits (an early gauge of construction in the pipeline) are increasing.

Also, over the past year, the volume of mortgages in delinquency has been falling.

Still, loan delinquencies and foreclosures remain unusually high. And although mortgage rates have dipped to about 4 percent, many would-be buyers have trouble getting approval.

"The increase in sales ... suggests that housing has passed the worst," according to an analysis by Capital Economics in Toronto.

For its part, the National Association of Realtors emphasized the positive trend, even as it revised past numbers to reveal that home sales have been weaker over the past four years than many observers realized.

?Sales reached the highest mark in 10 months, and ... a genuine sustained sales recovery appears to be developing,? NAR chief economist Lawrence Yun said in a statement accompanying the numbers. ?It looks like more people are realizing the great opportunity that exists in today?s market for buyers with long-term plans.?

The NAR revisions to reports from prior months were big: For the period of 2007 through 2010, sales and inventory were revised downward by 14.3 percent. That means, for instance, that NAR is now reporting sales of 4.2 million homes in 2010, where its previously reported a figure of 4.9 million.

Data problems emerged since 2007 for several reasons, the group said: "For sale by owner" transactions fell sharply (a shift not initially captured by NAR), some sales of newly built homes were incorrectly included in the existing-home tally, some properties were counted in more than one metro area, and there were some "issues related to house flipping" (quick resale of homes).

As sale transactions were overestimated, so were the numbers for homes on the market. Thus the revisions did not greatly affect estimates of "months supply" of homes for sale.

The data downgrade is largely about the rearview mirror, however. A look at the present, with the numbers now adjusted, shows that sales appear to be on the rise, along with home building.

Granted, some big challenges remain.

The NAR report cited a high number of "contract failures," in which deals to sell a home fall through because of things like declined mortgage applications or home appraisals that fail to match the negotiated price.

Perhaps the market's biggest problem is the "shadow inventory" of homes that are likely to come on the market, such as through foreclosure. Although the seven-month supply shown in the NAR data is not that high, another five months of supply may sit uncounted on the sidelines. That estimate comes from CoreLogic ? a firm that tracks housing-market trends such as homes with seriously delinquent loans that are not yet in foreclosure.

Over time, if an economic recovery gains traction, that shadow inventory should decline as more homeowners find ways to avoid foreclosure or sell their homes.

The share of loans that are delinquent has improved over the past year, according to another data firm, Lender Processing Services. But about 1.8 million properties have mortgages at least 90 days past due.

High-spread subprime loans have the greatest default rate for borrowers. That means the minority populations that were given those types of loans when, as the DOJ alleges, they should have qualified for regular loans, have suffered a higher rate of foreclosure as a result.

About 8,800 minorities in South Florida who took out high interest spread loans from Countrywide in 2006 could be eligible under the settlement ? and that?s only one of the five years included in agreement. Borrowers who believe they are eligible for compensation should email the DOJ at countrywide.settlement@usdoj.gov.

LITTLE ROCK ? A former finance chief for the cash-strapped state Forestry Commission said today the director knew of the agency?s money problems for years and suggested Gov. Mike Beebe ordered officials to keep quiet until after the 2010 election.

A spokesman for the governor called the assertion ?absolutely not true.?

Robert Araiza, the commission?s former chief financial officer, testified today at a hearing before the Legislative Council?s personnel subcommittee, which is looking into the agency?s plans to lay off 36 employees ? including more than a dozen firefighters ? on Jan. 13 because of a $4 million budget shortfall.

The agency?s director, John Shannon, has said he did not know until recently that the agency?s finances were in such dire straits because Araiza had not told him. Araiza told the personnel subcommittee today that he had been warning Shannon and the commissioners for four years about the agency?s financial problems, and he provided the subcommittee with copies of emails in which he had raised those concerns.

?The more I brought it to their attention, the more it fell on deaf ears,? said Araiza, who left the Forestry Commission in October for another state job.
Araiza also said the agency?s financial problems were to have been the subject of a canceled 2010 meeting between Shannon and timber industry leaders.

?The day before that meeting, everything was ready to go. Mr. Shannon called us together and explained to us that the meeting had been canceled by the governor?s office because they didn?t want any discussions being held regarding the ? shortfall until after the election,? Araiza testified.

?That is absolutely not true,? Beebe spokesman Matt DeCample said today. ?If we had known that the commission?s financial struggles had reached the severity they?ve reached, we would have addressed it during (this year?s) legislative session.

?We knew that the timber industry was struggling. We?ve had a lot of state agencies struggling, but they?ve been able to make do. We didn?t know that things had gotten to this level at the Forestry Commission until a few months ago, and when we did, we put a stop to the overspending.?

DeCample acknowledged Shannon scheduled a meeting with timber officials in the summer of 2010 but said it was to begin discussions about a possible increase in the severance tax on timber to offset the commission?s revenue losses due to a timber industry downturn.

?The governor felt at that time there was a strong sentiment against new tax increases in Arkansas and that such a meeting would not be productive,? DeCample said.

Shannon offered the same explanation in his testimony today, telling legislators that a person from the governor?s office called him and said the governor did not want any talk about raising taxes, so he canceled the meeting.

Araiza also testified that Shannon instructed commission employees not to talk to legislators about the agency?s financial problems, despite a state law that protects state employees? right to contact legislators.

Shannon insisted that he does not forbid employees to talk to legislators.

?That?s the opposite of my approach,? he said.

Legislators asked Shannon about a Nov. 18, 2009, email he sent to agency employees in which he said, ?For many reasons, public officials should hear from only one AFC representative. That person is me ? You and members of your staff should not testify or promote public policy to elected officials or their staff members in Little Rock or Washington.?

Shannon said he sent the email at a time when the agency was receiving numerous questions from the news media.

?When it comes to dealing with the press, I need to speak for the Forestry Commission,? he said.

Shannon said mistakes were made in handling the agency?s finances and said that because he is the director, ?the blame is mine.? But he also said he did not know until last month that the financial problems were serious enough to require layoffs.

He said the commission had been borrowing from federal grants to meet payroll, but state finance officials told him on Nov. 17 that the grants were not supposed to be used for that purpose.

?Mr. Araiza had assured me, ?That?s allowable. We just need to make sure we pay it back,?? Shannon said.

?I also learned on Nov. 17 that Mr. Araiza made a mistake ? and it?s just a mistake, nothing more than a mistake ? on the certification of our federal income, income that we really get to use internally. The mistake was over $3 million,? he said.

Shannon said he has hired a certified public accountant ? Fred Wiedower, who now works for the Department of Workforce Services but will join the Forestry Commission on Jan. 9 ? and promised ?a new level of scrutiny? of the agency?s finances.

Rep. Bryan King, R-Green Forest, co-chairman of the subcommittee, told reporters after the hearing that a lack of leadership from the governor contributed to the problems that led to the layoffs.

?He can talk about, that he didn?t want any discussion of raising taxes. That sounds like a lawyer defending a bad position and not a leader,? King said.

Beebe said today in a written statement, ?If I had known sooner that shortfalls at the Arkansas Forestry Commission had reached the point that the agency could no longer operate within its means, we would have taken action sooner. The issue would have been addressed during the regular budget process of this year?s legislative session.

?There is no doubt that the struggles of the timber industry led to these unfortunate layoffs, and I am willing to meet with legislators who have proposals to create additional revenue for the Forestry Commission.?

The House and Senate committees on agriculture, forestry and economic development are scheduled to meet Jan. 4 to begin looking at ways to address the Forestry Commission?s budget shortfall.
