CANNES, France ? After a day of economic summitry focused on Europe, President Barack Obama was capturing some of the limelight for himself.

Obama was holding a news conference Friday at the conclusion of a two-day meeting of the 20 top industrialized and developing economies. He also was taping a joint French television interview with French President Nicolas Sarkozy, the summit host.

The continuing European debt crisis, fueled by the threat of a Greek default, dominated Thursday's Group of 20 meetings.

Obama met separately with Sarkozy and German Chancellor Angela Merkel, key architects of a bailout plan for Greece. The three also met as a group later Thursday with other European leaders.

A day that began with worries about the Greek prime minister's call for a public vote on the bailout plan ended with word from Athens that the referendum had been scrapped. But Prime Minister George Papandreou still faced a difficult confidence vote on Friday.

At the summit, Obama is pushing an overarching theme of economic stability and job growth. But his message was being challenged by the troubles of the euro, difficulties that could spread across all of Europe and beyond, threatening the U.S. as well.

With the U.S. economy still weak but showing new signs of upward momentum, any global economic setback could be disastrous. Obama's own political hopes for winning a second term next year rest on the economy climbing out of its stall.

Overcast skies and occasional rain dampened the summit mood and took some of the glamour out of this chic resort on the French Riviera, with its trendy shops, marinas and ocean view hotels. Threatening skies served as a metaphor for the menacing troubles facing the eurozone.

Still, Obama found time for lighthearted asides. "I was hoping to come and see some movies," he said as he met with Sarkozy, a reference to the famous Cannes Film Festival that attracts a different, red-carpet crowd each May.

He also complimented Sarkozy on the recent birth of his daughter, Giulia, saying he was confident the child had inherited her mother's good looks rather than her father's. Sarkozy's wife, Carla Bruni-Sarkozy, is a former model

A U.S. official said Sarkozy's office had requested the unusual joint television interview with Obama.

Deputy national security adviser Ben Rhodes said the appearance underscored the close partnership and friendship the two presidents have developed over the past three years.

Obama on Thursday described Sarkozy as "my excellent friend." Sarkozy, in turn, said he was delighted by the opportunity for the joint interview because Obama "is much loved and liked here in France."

For Sarkozy, a high-profile appearance with someone as popular as Obama is in France, can have political benefits. He also faces a tough re-election bid next year.

Floodwaters close in on heart of Thai capital

Floodwaters lapped Bangkok's largest outdoor market Saturday as officials warned that there were no major barriers between the water and the heart of the Thai capital, less than 6 miles (10 kilometers) away.

The country's worst flooding in half a century has affected more than a third of the country's provinces and killed almost 450 people nationwide. It has been spreading across Bangkok's north and west for more than a week, and officials have been struggling to protect the economically vital center of the city of 9 million people.

Hoping to divert some of the mass of water still piled up in northern Bangkok, workers Friday night completed a 3.7-mile (6-kilometer) flood wall made from massive, hastily assembled sandbags, said Bangkok city spokesman Jate Sopitpongstorn. But the city will have to rely on its existing drainage system to fight water that was already beyond the wall and just a few miles (kilometers) from the central business district, he said.

Over the past two decades, the city's much enlarged and improved drainage system has been able to effectively siphon off water during monsoon seasons with average rainfall. But it will be put to a severe test given the volume of water not seen in Bangkok since perhaps a great flood in the 1940s.

Sound predictions are difficult because various government officials, including the Bangkok governor and prime minister, have given often widely different versions of what can city residents can expect.

Water flowed past the eastern side of the famed Chatuchak Weekend Market, a sprawling, open-air shopping zone and major tourist attraction north of the central business district. Associated Press reporters saw only a few vendors and shoppers on a day that would normally be packed with sellers and buyers.

The floodwaters were also advancing southward in adjacent Lad Phrao, a district studded with office towers, condominiums and a popular shopping mall.

The floods, fed by unusually heavy monsoon rains and a string of tropical storms, started in northern Thailand in late July. They have destroyed millions of acres (hectares) of crops and forced thousands of factories to close, though few of the country's most popular tourist areas have been affected.

The government has asked residents in eight of the city's 50 districts to evacuate and said Saturday that Bangkok authorities have set up 231 evacuation centers capable of holding more than 65,000 people. More than 10,000 people have flocked to 121 of these shelters so far.

Prime Minister Yingluck Shinawatra told a radio audience Saturday that a plan to be put before the Cabinet on Tuesday would allocate 100 billion baht ($3.3 billion) for post-flood reconstruction.

"I admit that this task has really exhausted me, but I will never give up. I just need the public to understand," Yingluck said.

Jate, the city spokesman, denied a newspaper report that authorities would not defend Bangkok's key link to its southern provinces. He said the city will seek to divert any water headed into the area via a canal to the Thachin River west of the city.

While some roads out of the capital are still passable in every direction, the two major safe corridors from the city run to the south and the east, where Bangkok's international airport is located. Officials maintain they are confident that Suvarnabhumi Airport ? the city's only aerial gateway to the outside world ? will remain open. Bangkok's second airport, used for domestic flights, is already underwater and remains closed.

As social network grows, so does the brain

Monkey brains grow bigger with every cagemate they acquire, according to a new study showing that certain parts of the brain associated with processing social information expand in response to more complex social information.

"Interestingly, there are a couple of studies in humans by different research groups that show some correlation between brain size and the size of the social network, and we found some similarities in our studies," study researcher Jerome Sallet of Oxford University in the U.K. told LiveScience.

"(Our study) reinforces the idea that the human social network was built on something that was already there in the rhesus macaques."

Monkey studies
The researchers studied 23 rhesus macaques living in different size groups in a research facility; they had been in these groups for at least two months (the average length of time spent in their present group was more than one year).

These different groups each had a dominance-based hierarchy (except the one monkey that was caged alone). One's rank among male cagemates is dependent upon social interactions, including the ability to make friends and form coalitions, which grants the monkey access to valued resources.

The researchers scanned the brains of the monkeys using magnetic resonance imaging to gauge the sizes of different brain regions. They saw enlargements in gray matter in several areas of the brain associated with social interactions. On average, they saw more than a 5 percent increase in gray matter mass per extra cagemate.

The social brainwork
The boosted brain areas included the temporal cortex, inferior temporal gyrus, the rostral superior temporal gyrus and the temporal pole. Based on what scientists know about these areas, increases in gray matter there could "reflect an increasing need to decode the significance of the facial expressions, gestures and vocalizations of a greater number of individuals and combinations of individuals as network size increased," the researchers write in the Nov. 4 issue of the journal Science.

The researchers then compared these brain scans with each male monkey's position within their dominance hierarchy. They saw several brain areas correlated to higher levels of dominance as well. Specifically, the inferior temporal sulcus and the prefrontal cortex showed size increases with higher dominance rating. These analyses accounted for social network size.

These changes in brain size are an example of the brain's plasticity, or its ability to change over time. Previous research has indicated that learning physical skills might be able to enlarge motor areas in the brain, but this hasn't been shown for social interactions. Especially for the correlation to social standing, these brain areas were probably expanding to deal with storing extra information about greater numbers of dominant and submissive cagemates.

Social Macaques
Unlike studies in humans, this study looking at macaques manipulated the "friend number" for months, and as such, could determine the direction of the correlation; it suggests social network size actually causes the changes in brain size. Previous human study data could be interpreted in two ways: either larger brain areas lead to larger social networks, or larger social networks change the size of brain areas.

But there are limitations to the new study findings. The monkeys' assignment to different groups was not completely random (though the reasons for the assignments were unrelated to the study), suggesting some other factor may play a role in the link. Making the study truly random would be a monumentally expensive experiment, "virtually impossible for numerous reasons," the researchers write.

For example more gregarious animals might have been more likely to be housed in larger groups, though Sallet said this wasn't the case. "The monkey's social network was organized by researchers and didn't depend on the monkey's sociability in the groups," Sallet told LiveScience.

The study appears Friday in the journal Science.

USGS: 3 earthquakes give Oklahoma the shakes

(AP) ? A moderate earthquake early Saturday in central Oklahoma knocked pictures off walls and woke people and pets as it shook an area that stretched into Arkansas, Kansas, Missouri and Texas.

The U.S. Geological Survey said on its website Saturday that a 4.7 magnitude earthquake struck at 2:12 a.m., with an epicenter about six miles north of Prague in Lincoln County. That's about 50 miles east of Oklahoma City and 75 miles southwest of Tulsa.

A 3.4 magnitude aftershock was reported at 2:27 a.m. from the same location, as well as a 2.7 magnitude aftershock at 2:44 a.m.

"Oh, man. I've never felt anything like that in my life," Prague City Police Department dispatcher Claudie Morton told the Tulsa World. "It was the scariest thing. I had a police officer just come in and sit down and all the sudden the walls started shaking and the windows were rattling. It felt like the roof was going to come off the police department."

Morton said the office was flooded with calls, but no one reported injuries or major damage. She said residents told her that picture frames and mirrors fell from walls and broke, drawers worked loose from dressers and objects tumbled out of cabinets.

"We do have several damaged buildings downtown, but it's just cracks and things like that," Morton said. "Nothing is destroyed or anything like that."

Oklahoma Geological Survey researcher Austin Holland told Oklahoma City television station KOTV that the earthquake and aftershocks occurred on a known fault line.

Residents in Prague and Sparks felt an intense shaking, while farther away, the quake was more of a dull rumble, he said.

"It shakes much more rapidly when you're closer to it," he said. "Because it's a large earthquake, it's going to rumble for a while."

Holland said his office received hundreds of emails from people who felt the quake. The messages came from as far as Texas, Missouri and Arkansas, he said.

Tom Foster of Oklahoma City told The Oklahoman that he slept through the earthquake but was awakened by an aftershock.

"I know we've already had several phone calls from out of state relatives wondering what happened," Foster said. "I guess it's more interesting than anything that was dangerous."

Heather Spicer of Sapulpa said the shaking woke her son and their dog.

"At first I thought an airplane had crashed nearby," she told The Oklahoman. "But now I believe it was an earthquake because the whole house just kept vibrating with what sounded like distant thunder outside."

A 5.1 magnitude earthquake struck in October 2010 a few miles southeast of Norman. Two people were treated at hospitals after that temblor.

Medicare change tied to safer weight loss surgery (Reuters)

NEW YORK (Reuters Health) ? After Medicare changed its rules regarding coverage for weight loss surgeries in 2006, the cost for the procedures went down while safety measures increased, according to a new study.

Researchers found that the benefits were primarily due to a rules change that allowed Medicare to pay for a newer, less invasive procedure called laparoscopic adjustable banding.

Prior to the 2006 changes, Medicare, the federally-funded health insurance for older or disabled people, only reimbursed doctors for performing gastric bypass surgeries.

"This is one of the more recent natural experiments by Medicare to try and change the health care system for the better," said Dr. David Flum, the study's lead author and a professor at the University of Washington. "The message is, it worked."

Laparoscopic gastric banding helps people lose weight by squeezing off a portion of the stomach into a small pouch that can handle only limited amounts of food.

Gastric bypass also makes the stomach smaller, while detouring food around part of the small intestine.

Flum and his team gathered data from the Centers for Medicare and Medicaid Services (CMS) on people with Medicare insurance who underwent weight loss surgery between 2004 and 2008.

Throughout the study period, more than 47,000 people had weight loss surgery.

Before the 2006 rules changes, no one in this group received laparoscopic banding. After the changes, that procedure made up more than a third of the weight loss surgeries.

As "lap banding" was introduced, the number of people who died after surgery fell by more than half.

Fifteen out of every 1,000 people who had weight loss surgery before Medicare changed its rules died within 90 days of the procedure. After the rules change, seven out of every 1,000 people died after the surgery.

Readmissions to the hospital also dropped, from 19 patients out of every 100 before Medicare changed its rules, to 15 out of every 100 patients after the changes.

The cost of the procedures also decreased over time.

Before 2006, Medicare paid roughly $24,000 for each procedure. Afterward, it paid about $20,000.

From Flum's study it appears that another part of the rules change, which limited reimbursements only to hospitals that receive a particular accreditation, made little difference to the cost or safety of the procedures.

Hospitals receive accreditation through the American College of Surgeons or the American Society for Bariatric Surgery by performing a certain number of procedures each year and by having staff and facilities that meet certain standards.

Before Medicare's new requirement for accreditation in 2006, patients received surgery at 928 sites. Afterward, patients went to 662 facilities for surgery.

"I think Medicare should get rid of that requirement," said Dr. Edward Livingston, a professor at UT Southwestern Medical Center who was not involved in this study.

Livingston's concern is that the changes to Medicare made it harder for some people to find an accredited facility in their area.

"This is a particular problem for rural America...where patients have to travel great distances" to locate a center that Medicare will reimburse, Livingston told Reuters Health.

He said that having facilities within easy reach is especially important for the growing proportion of people receiving laparoscopic banding, because the procedure requires frequent follow up care.

"One of the downsides (to Medicare's coverage decision) is that access to care was decreased in places that were not accredited," said Flum, "but I think that setting some accreditation standards around safety or volume makes a lot of sense."

Other than to say CMS is pleased that the coverage decision appeared to improve health outcomes for people with Medicare, an official at CMS would not comment on the study because the agency is considering changing the rules again.

Medicare's current coverage for weight loss surgery excludes one type, called sleeve gastrectomy, and officials are seeking input on whether there are enough data on its effects and safety to include the procedure.

Through the health care reform law passed in 2010, the federal government is making more efforts to steer patients toward the safest, most effective and cheapest procedures.

The law established the Patient-Centered Outcomes Research Institute, for instance, which funds comparisons of different approaches to preventing or treating diseases.

Flum said Medicare's decision to change weight loss surgery coverage is the type of move he'd like to see shake out of the push to encourage more informed decisions about what procedures should be paid for.

"This is a model of how health care reform could play out to help people," he said.

One of the lingering questions surrounding Medicare's changes is whether the shift toward laparoscopic banding actually achieves better weight loss for patients compared to gastric bypass.

Recent studies have found that gastric bypass leads to faster weight loss and greater appetite control than the banding approach, making bypass potentially superior for some patients (see Reuters Health story of October 14, 2011). Others have found better diabetes control with bypass versus banding.

Flum is part of a group studying the long term outcomes of lap-banding, and whether it can also help stave off diabetes and heart disease as doctors hope. His study was funded by the National Institutes of Health and the Department of Defense

Livingston agreed that it will be important to determine if lap banding is as effective as other surgeries.

"You can do a safe operation, but if it doesn't work you haven't gained anything," Livingston said.

'Primeval' director Michael Katleman to direct 'Red Squad' (Reuters)

LOS ANGELES (TheWrap.com) ? Michael Katleman is set to direct the action film "Red Squad" for Hannibal Classics, the company announced Wednesday.

The director's feature debut was Touchstone Pictures' "Primeval," which starred Orlando Jones.

The movie is about a secret team of mercenaries who are sent by the DEA to a town in Mexico to eliminate a drug cartel.

"'Red Squad' is the type of action film the market is craving right now, a modern-day 'Magnificent Seven,'" Hannibal CEO Richard Rionda Del Castro said in a written statement.

Del Castro is producing.

London Pacific Finance is financing the movie with Hannibal, which is handling worldwide sales.

LA Dodgers, MLB agree to sell the team (Reuters)

(Reuters) ? The Los Angeles Dodgers baseball team said it has agreed with Major League Baseball (MLB) officials to a court-supervised sale of the team and its media rights, potentially ending a long-running court battle between the league and owner Frank McCourt.

The team said in a statement early on Wednesday that Blackstone Group LP will manage the sale.

The Dodgers filed for bankruptcy in June after the league's commissioner, Bud Selig, rejected the team's proposed deal to sell its broadcast rights to generate desperately needed cash.

The Dodgers had planned to exit Chapter 11 by striking a new deal to sell the media rights.

The league, however, had previously argued in the court the only way to end the Dodgers' bankruptcy is to force McCourt to sell the team. The league had also tried to oust McCourt as owner of the franchise by arguing he was draining the team's financial lifeblood.

The bankruptcy case is In re: Los Angeles Dodgers LLC, U.S. Bankruptcy Court, District of Delaware, No. 11-12010
